The All-American is the unique variant of the semi-automatic Marksman carbine with woodland camouflage, a magazine capacity of 24 and a higher magnification scope. It also bears the distinctive 82nd 'All-American' Airborne division insignia.

UPDATE 1: /u/kvatch_hero (great name btw) makes an excellent point about Jury-Rigging. You need to be VERY CAREFUL when using it because, if you're not paying attention, you could consume an awesome unique weapon to repair something not as awesome and potentially generic. Look alive, people! Pay attention!
In the spirit of this being a helpful subreddit, I'm here to share with y'all some tips for getting a LOT of caps, in hopes that this will aid some newbies in playing New Vegas.
What you'll need:
High Barter Skill - The higher you get your Barter skill, the happier your wallet is going to be. At Barter 100, you'll be ensured of getting the best deals when buying from and selling to vendors (sans any boosts from armor, magazines, etc.). With the amount of time required to pull these cap making operations off, it almost feels pointless to do all the work and NOT get the most money for your salvage, so get your captain of industry hat on and jack up your Barter skill!
High Repair Skill - One of the three methods described required Repair 50 and the other two require Repair 90, but all three become increasingly more efficient the higher you get your Repair skill, so why not pump it to 100?
Time - Good things come to those who Wait, and you're going to be Waiting a lot to pull this off, on account of needing certain vendors to reset their stock levels (3 days of Wait will cause vendors to restock)
Level 14 (Optional) - There are three ways to make a lot of caps described in this guide and two of them require you to be level 14.
Jury-Rigging (Optional) - As with level 14, this is required for two of the three methods, and level 14 (and Repair 90) are pre-requisites for taking Jury-Rigging as a perk. It's also one of the most useful perks in the whole game, so you should consider taking it anyway.
Method 1: Weapon Repair Kits
This method involves collecting high-value weapons in less than perfect condition and restoring them to perfect condition at the lowest opportunity cost possible, prior to level 14 (I'll get to that in a minute). You can buy Weapon Repair Kits (I'll be calling them WRKs from now on) from The Boomers munitions manager once you've earned a positive reputation with them or you can collect the components from all over the Mojave and make your own at a workbench. I opt for the latter of the two.
To craft a WRK, you're going to need the following components...
1x Duct Tape
1x Scrap Electronics
2x Scrap Metal
1x Wonderglue
1x Wrench
Wrenches, Wonderglue, and Scrap Metal are the three most easily acquired components, as they pop up in pretty much every industrial location in the game, most notably at the REPCONN Test Site. Scrap Electronics are a little harder to find, but there are several vendors that sell them (Chet in Goodsprings is a good source) and the garage in Novac has some (in addition to all the other components as well) if you don't have any qualms about stealing. Duct Tape is easily the hardest component to find, but there are vendors who carry it (some more regularly than others and in varying quantities) like Vendortron at the Gun Runners, Old Lady Gibson at the Gibson Scrap Yard (who sells all the components needed for one or two WRKs), and Chet in Goodsprings. There is a bunch of Duct Tape that can be acquired at the Helios One site but these can't be accessed until later in the quest to restore the facility to working order. If you have Old World Blues, you can upgrade the Book Chute with Mulching to convert books into Duct Tape and Scrap Metal, which is VERY useful since Duct Tape is the hardest component to acquire and Scrap Metal is the only double quantity component required.
Once you have your components, go to a workbench and make yourself as many WRKs as you can. As you acquire weapons with high maximum cap values but less than perfect condition, equip them and then use as many WRKs as needed to restore condition (+20% from Repair 50-74, +25% from Repair 75-99, and +30% at Repair 100). To make the most efficient use of your WRKs, don't perform ridiculous 'overkill' repairs with them. For example, if you have a 12.7mm SMG at 90% condition and your Repair is a full 100, using a +30% WRK on that gun will waste 20% worth of repair capability that could go towards another weapon which needs it more. If that same weapon is at 80% condition, using that WRK could be okay. To figure out what the condition of your item is, you need to find its base value from the Fallout wikia site, then follow this formula: Condition = (Value/Base Value)2/3 It will give you a decimal which can be multiplied by 100 to get the percent condition of the weapon.
Get your high-value weapon up to as perfect condition as you can get without going serious overkill on it, then take it to the Gun Runners and sell it to Vendortron, your friendly neighborhood high-cap merchant!
Method 2: Jury-Rigging!
So, you've reached Level 14 having already gotten Repair 90? TAKE JURY-RIGGING AS YOUR NEXT PERK. Seriously. Jury-Rigging will save you caps, make you caps, and save your ass. It is the best way to keep your stuff in tip-top shape and, if you know what you're doing, it will allow you to earn some serious caps. If you're hated by The Legion and the Migraine Menace (Caesar himself) is sending his goon squads after you as you roam the Mojave, you've got a wonderful opportunity to turn Caesar's folly into mountains of caps. You'll notice that most Legion kill squads have at least one member hefting a Super Sledge, which has the second-highest base value in the two-handed melee weapon repair class (the highest base value if you don't have any DLCs) and is the best example for showing how to make lots of caps with Jury-Rigging. Find yourself a Legion kill squad while you've got enough inventory space on either you or your companion to carry all their stuff, kill em, and loot em. Did you get a Super Sledge? If not, keep decimating Caesar's goons until you do. Once you have a Super Sledge, head to Vault 3. In the Vault 3 room with the prisoner cage, there's a terminal that, when properly hacked, will open the supply closet door (I think it can be picked open too if you're better at Lockpick than Science). Inside that supply closet is a ridiculous supply of Pool Cues, which happen to have the lowest base value in the same repair class as the Super Sledge. Use as many Pool Cues as you need to get that Super Sledge up to full condition, then head off to the Gun Runners to sell it. By the time you reach level 14, Vendortron's cap pool should have upgraded from 4,000 to 8,000 so you won't get screwed by him not having enough caps to cover the purchase of your full condition Super Sledge. This is the easiest and most cost efficient way to use the Jury-Rigging perk to earn caps, but it can be done with any weapon class. Check our the Jury-Rigging perk page on the Fallout wikia site to find the weapon repair classes as well as all the base values. This is a great resource for figuring out which low-value weapons are best for Jury-Rigging the high-value weapons up to full condition.
Method 3: The Best of Both Worlds
For this method, we're going to combine the forces of Methods 1 and 2 in order to get the most caps at the lowest opportunity cost.
When should I use WRKs?
If the high-value weapon you want to repair does not have weapon in its repair class that is both cheaper at full value than the equivalent repair capacity of the WRKs needed to get the high-value weapon to full condtion AND easily acquired, use WRKs.
When should I use Jury-Rigging?
If the high-value weapon you want to repair has easily acquired, low-value weapons in its repair class that are cheaper than the equivalent number of WRKs needed to repair the high-value weapon, use Jury-Rigging. My example of using Pool Cues for the Super Sledge is one such instance. You should NEVER use WRKs to repair a Super Sledge or any other two-handed melee weapon for sale.

So, there you have it! Three easy methods for making LOTS of caps in Fallout: New Vegas without needing DLCs like Dead Money (for its gold bars). I am happy to answer any questions that people might have. Also, please feel free to leave a comment with some other methods for making lots of caps that might not be obvious to people. These three are the ones I primarily use for grinding caps when I'm after very expensive items, like the Bozar from Gun Runners' Arsenal, but there are certainly other methods out there which might work better for play styles that differ from mine significantly (I go for Barter, Guns, Repair, Science, and Speech).
