How To Fix Windows Resource Protection Could Not Start The Repair Service In Windows 10
Step 1. Press Windows Key + R and type services.msc in the Run dialog box and click OK.
Step 2. Locate Windows Modules Installer or the TrustedInstaller service. Right-click on it and select Properties.
Step 3. Make sure that the Service is Started. If not, set the Startup type to Manual and then click on Start button. Click Apply > OK to save changes.
You can now close Services snap-in and then try to run System File Checker.

From the issue description it seems that you get an error message “Windows Resource Protection could not start the repair service” while performing system file checker.
I do understand the inconvenience.
Since you have already performed SFC scan in Offline mode and Windows Recovery Environment, I would suggest you to perform a repair installation (Inplace Upgrade).There seems to be some system file corruptions and the repair install should be able to fix them.
Note: Before you proceed with the repair install, I would suggest you to take a backup of all your data.
